A radical review is needed.

Early thoughts are:

No VAT or NIC, no IHT or CGT, kill off Stamp Duty (to the Fools and Horses theme, could be the party song to be sung at rallys!)

But seriously, all those to go - let the people spend their own money. 

Income tax to be charged at a flat rate on receipts, not profits, with a select well defined set of allowable deductions (salaries, rent for trading premises etc) and a £12,000 0% band - this would take most pensioners out of tax. This will take some thought and more will follow.

NIC would be replaced by a training levy on private healthcare firms, at between 25% and 33% f their personel costs, to include employed and contracted staff and consultants. This would be used entirely to fund the NHS. 

Not forgetting that old Chestnut, Money Laundering (including Tax Evasion). Our solution to this old problem is simple - abolish cash! We don't need it any more - if all transactions wee through bank accounts then it would be much more difficult to hide income, and if this did happen we would make the banks liable for any lost tax revenue - may be they would be a bit more discerning then?
